You've been hearing this from the mouths of Repulbican presidential nomineee Mitt Romney and his vice presidential nominee Paul Ryan. The talking point? President Obama will cut Medicare by 716 billion dollars to pay for the Affordable Care Act. If you haven't heard Obama actually say this, you would be right. It's a made up fact.
So where did they get this made up fact? I'll let Politifact explain it for you.
"While the health care law reduces the amount of future spending growth in Medicare, the law doesn't actually cut Medicare. Savings come from reducing money that goes to private insurers who provide Medicare Advantage programs, among other things. The money wasn’t "robbed." We rated the statement Mostly False."
There's some irony here. Politifact says,
"Ryan's budget relies on the same $700 billion in savings from Medicare that Mitt Romney and other Republicans have been attacking Democrats about.
Ryan has confirmed that, and we rated it True."
So it seems that Paul Ryan and Mitt Romney are running against Paul Ryan.
